This is a four-pack packet of 7mm cartridges made by Albert & Barnier. Valence sure Rhone was the cartridge factory founded by Benjamin Albert, which later became MGM. The packet is brown paper covering 4 metallic boxes of 25 each. It is tied closed with twine. The cartridges have the headstamp pictured below. Also pictured below is a sample of an internal box.
I would say that this packet is very rare and hard to come by.
